Marvel Studio, an American motion picture studio dedicated to producing films based on Marvel Comics characters, shot part of its upcoming film Black Panther last month in Busan, South Korea. The port city is known for hosting Asia’s largest film event: Busan International Film Festival. The half-month of shooting for Black Panther covered many of Busan’s landmarks, such as coasts, bridges, and local markets. The scenes filmed in Busan are mostly action-packed and involve chases.
On February 27, the Mayor of Busan invited the production director to discuss the specific schedule, support, incentive programs, portrayal of Busan in the film, and expected ripple effect on the Busan community. Production spending in Busan is estimated to be $4.8 million, involving about 2000 local staff including film specialists, supporting casts, and control guards.
Busan — where media is a core industry — supported the shooting through the location support program of the Busan Film Commission (BFC). While other cities’ incentive programs offer tax benefits, BFC takes an approach called production support. The program provides support for liaison and cooperation of government offices and film-related agencies during shooting in Busan. The program also covers the use of local human resources; it not only provides economic support such as accommodations, food expenses, and parking, but also promotes exchange between US and South Korean film practitioners. The specific financial support for Black Panther is expected to reach the maximum amount available: $17,000.
This is the second time Marvel has filmed in South Korea. The movie “Avengers: Age of Ultron” was filmed in Seoul, in 2014, with massive support and cooperation from the city and national governments. Marvel received support amounting to $2.3 million — 20% of the production spending in Seoul — from the Korea Tourism Organization. The movie drew a Korean audience of more than 11 million viewers on the expectation of Seoul being present in the film.

마블 코믹스를 원작으로 하는 영화를 제작하는 미국의 영화사 마블 스튜디오가 지난 달 부산에서 영화 ‘블랙팬서’의 일부를 촬영했다. 부산은 아시아 최대 규모의 영화제인 부산국제영화제 (BIFF)의 개최지로 잘 알려져 있다. 보름간의 촬영은 광안리 해변로, 광안대교, 자갈치 시장 등 부산의 명소 곳곳에서 이루어졌다. 부산에서의 촬영은 대부분 추격신을 비롯한 화려한 액션신인 것으로 알려졌다.
서병수 부산시장은 2월 27일 영화 제작팀을 초대해 구체적인 촬영 일정과 이에 필요한 협조 및 인센티브 제도, 영화에서 부산이 어떻게 그려질 것인지, 그리고 영화 촬영에 따른 파급효과 등을 논의했다. 마블사가 부산에 머물면서 소비할 제작비만 480만불에 달하며, 영화 특수인력, 엑스트라 그리고 경비인력을 포함하여 2000여명의 현지 인력을 고용하는 것으로 알려졌다.
영상산업에 힘을 쏟고 있는 부산은 영화진흥위원회와는 별도로 부산영상위원회(Busan Film Commission)가 지원하는 촬영 로케이션 지원 프로그램을 통해 이번 촬영을 지원했다. 관계자의 말에 따르면, 다른 도시들은 세제혜택을 제시하는 반면 부산영상위원회는 제작지원 형식으로 프로그램을 운영한다. 이 지원 방식은 극장 개봉을 목적으로 하는 국내외 장편영화 등을 대상으로 하는데, 부산 내 촬영에 필요한 공공기관 및 영화관련 회사와의 사전 협의 및 협조를 구하는 일을 지원한다. 또한, 숙박비나 식비와 같은 경제적 지원뿐만 아니라 한국의 영화 전문가들을 연결하는 등 현지 인력을 연결해주는 내용도 있어 국내외 영화산업의 활발한 교류를 촉진시키는 역할을 하기도 한다. 총 지원 금액에 대한 구체적인 숫자는 알려진 바가 없지만, 블랙팬서의 촬영 규모로 보아 최대 지원 금액인 17000불에 달할 것으로 예상된다.
마블이 한국에서 영화를 촬영하는 일은 이번이 처음이 아니다. 영화 ‘어벤져스: 에이지 오브 울트론(Avengers: Age of Ultron)’은 2014년 서울시와 정부로부터 막대한 금액을 지원받아 서울에서 촬영되었다. 당시 ‘어벤져스2’는 영화진흥위원회의 ‘외국영상물 로케이션 인센티브 지원사업’의 하나로 선정되어 국내 제작비의 20~30%에 달하는230만불을 되돌려 받았다. 영화에 서울이 어떻게 묘사될지에 대한 기대효과로 ‘어벤져스 2’는 이듬해 1100만 명 관객을 동원하며 국내 개봉 외화 중 역대 흥행 2위에 올랐다.
